The annual awards are open to schools in Beaver, Butler and Lawrence counties. The 15 participating schools are Aliquippa High School, Beaver Area High School, Beaver County Christian School, Beaver Falls High School, Blackhawk High School, Center Area High School, Freedom Area High School, Hopewell High School, Karns City High School, Lincoln High School, Quigley Catholic High School, Riverside High School, Seneca Valley High School, Union High School, and Western Beaver High School. The performances of the schools are judged based on excellence in music, drama, dance, sets and scenery, and overall performance.

The awards program began 13 years ago in order to celebrate the musical accomplishments of local high school students and to honor the local composer and musician, Henry Mancini. Mancini, a native of Beaver County, had a long and celebrated career in the music industry. Regarded as the most important film composer of his time, he was nominated for an unprecedented 72 Grammy awards, and won 20. Nominated for18 Oscars, he won four, as well as a Golden Globe and eight gold records. Today, the Mancini family continues to support the awards program, with Mrs. Henry Mancini, son Chris and grandson Chris having made appearances at past ceremonies.
